Study Subsidy Scheme for Designated Professions / Sectors
in Hong Kong (SSSDP)
The SSSDP was launched in the 2015-16 academic year to subsidise local students who meet the eligibility requirements to pursue designated full-time locally accredited self-financing undergraduate / sub-degree programmes in selected disciplines.
In the 2027-28 academic year, a subsidy of amount up to HK$46,780 (non-laboratory-based programmes) / HK$81,450 (laboratory-based programmes) per academic year will be provided to new eligible local entrants and continuing students of the SSSDP programmes who meet the criteria. The subsidy is tenable for the normal duration of study of the programmes concerned at HSUHK.

The following undergraduate programmes (including top-up degree programmes) offered by The Hang Seng University of Hong Kong (HSUHK) are eligible under SSSDP in the 2027-28 academic year:

- Bachelor of Science (Honours) in Data Science and Business Intelligence

Eligibility
Following the HKSAR Government’s announcement on 31 July 2025 regarding the revised eligibility criteria for government-subsidised post-secondary student places and subsidies, only local students who meet all the following criteria are eligible to apply for the subsidised places under the SSSDP programmes starting from the 2027-28 cohort:
- Not currently enrolled in full-time bachelor’s degree programmes available under JUPAS;
- Identity Document(s): Meet as specified under one of the following categories.

CATI-51 | Hong Kong Identity Card + Dependant visa / entry permit (for students who were first issued with such visa / entry permit by the Immigration Department below 18 years old) Sample) + Fulfilment of the residency requirement below: Resided in Hong Kong for two years immediately preceding the first day of their respective programmes: (a) The applicants are enrolled as a full-time student in a school offering a formal curriculum in Hong Kong recognised by the EDB2, no later than 15 September of each academic year, for the two-year period ending on 31 May in the year in which applicants’ respective programme begins; OR (b) For applicants who do not meet (a) above: a Statement of Travel Records of the applicants which can be obtained at a prescribed fee from the Immigration Department of the HKSAR covering the two-year period to demonstrate that the applicant is not absent from Hong Kong for a maximum of 90 days in each year of the two-year period. 2027 Admissions Exercise (Transitional Arrangement – One-year Residency Requirement) · Under condition (a) above and transitional arrangement, applicants are enrolled, no later than 15 September 2026, as a full-time student in a school offering a formal curriculum in Hong Kong recognised by the EDB2 for the one-year period ending on 31 May 2027 (i.e. the year in which applicants’ respective programme begin).
(b1) Applicants are not absent from Hong Kong for a maximum of 90 days in the one-year period. (b2) The cut-off date for the residency requirement is 31 May of the corresponding year of the admissions exercise. (b3) Statement of Travel Records required period: 1 June 2026 to 31 May 2027, a maximum of 90 days of absence from Hong Kong during this period. 2028 Admissions Exercise onwards (Two-year Residency Requirement) · Under condition (a) above, applicants are enrolled, no later than 15 September 2026 and 15 September 2027, as a full-time student in a school offering a formal curriculum in Hong Kong recognised by the EDB2 for the two-year period ending on 31 May in the year in which applicants’ respective programme begin. · Under condition (b) above: (b1) Applicants are not absent from Hong Kong for a maximum of 90 days in each year of the two-year period. (b2) The cut-off date for the residency requirement is 31 May of the corresponding year of the admissions exercise. (b3) Statement of Travel Records required period for 2028 Admissions Exercise: 1 June 2026 to 31 May 2028 (i) A maximum of 90 days of absence from Hong Kong from 1 June 2026 to 31 May 2027; and (ii) A maximum of 90 days of absence from Hong Kong from 1 June 2027 to 31 May 2028. |

Local applicants who do not meet CATI eligibility are not eligible for subsidised places under the SSSDP.

Supporting Documents of Residency Requirements (applicable to CATI-5 applicants)
Depending on the applicant’s circumstances, fulfilment of the residency requirement may be demonstrated by:
- Proof of Studies submitted directly by the applicant’s school;
- A Statement of Travel Records delivered directly by the Immigration Department of the HKSAR (Immigration Department); or
- A combination of Proof of Studies and a Statement of Travel Records, where the documents cover different parts of the applicable residency period.
Students should follow the instructions to submit the supporting document(s) for verification and confirmation of fulfilment of the residency requirement.
Applicants intending to rely on Proof of Studies should contact their schools. For Proof of Studies to cover a particular academic year, the applicant MUST:
- Be enrolled as a full-time student at a school offering a formal curriculum in Hong Kong and recognised by the EDB2; and
- Have been admitted to that school no later than 15 September of the relevant academic year.
JUPAS applicants: The JUPAS Office will notify schools separately of the designated submission arrangements.
Non-JUPAS applicants: You are required to request the corresponding school to send the Proof of Studies in sealed envelope by post to Registry (Attn: Undergraduate Admissions, Registry, 4/F, M Building, Yuen Campus, The Hang Seng University of Hong Kong, Hang Shin Link, Siu Lek Yuen, Shatin, New Territories, Hong Kong). The documents must be received by Registry no later than 2 July of the relevant admission year.
A Statement of Travel Records may also be required where:
- The applicant is a non-school applicant;
- The applicant was admitted after 15 September of the applicable academic year; or
- The school confirmation(s) do not cover the entire applicable residency period.
Applicants intending to rely on Statement of Travel Records should first review their own travel history and make a reasonable preliminary calculation of their days during which they were absent from Hong Kong. For each applicable year, the applicant’s absence from Hong Kong must not exceed 90 days. You may refer to the JUPAS website for the calculation of the number of days of absence.
For 2027 Admission Exercise, the statement of travel records should cover the period from 1 June 2026 to 31 May 2027.
JUPAS applicants: You should follow the procedures stipulated by the JUPAS Office to submit the Statement of Travel Records.
Non-JUPAS applicants: You are required to apply for the Statement of Travel Records to the Immigration Department and request the Immigration Department to send the statement in sealed envelope by post to Registry (Attn: Undergraduate Admissions, Registry, 4/F, M Building, Yuen Campus, The Hang Seng University of Hong Kong, Hang Shin Link, Siu Lek Yuen, Shatin, New Territories, Hong Kong). The documents must be received by Registry no later than 2 July of the relevant admission year.
Application Procedures
All eligible students should complete and submit the online declaration on or before the stipulated due date (i.e. before paying the tuition fee).
Remarks:
- CATI-5 applicants must hold valid identity documents which remain valid on or after 1 September of the corresponding admission year.
- The Lists of Schools offering a formal curriculum in Hong Kong recognised by the EDB will be updated from time to time.
