Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) (2025/26 Cohort)
From the 2017/18 academic year, the Government provides a non-means-tested annual subsidy for eligible LOCAL students pursuing full-time locally-accredited local and non-local self-financing undergraduate (including top-up degree) programmes in Hong Kong (save for those enrolled in places already supported under the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP)) offered by eligible institutions. The HKSAR government provides a non-means-tested annual subsidy in the academic year 2025/26 amounting to HK$35,120 for eligible local students1 pursuing self-financing undergraduate studies in Hong Kong.

Eligibility
The subsidy is only applicable to local students who are enrolled in eligible self-financing First-year-first-degree (FYFD) programmes or Top-up Degree (TUD) programmes covered by the NMTSS. Non-local students / students already attained any Bachelor’s degree or above qualifications / students enrolling in any subsidised undergraduate or sub-degree programmes are NOT eligible for the subsidy.
The subsidy is tenable for the normal duration of study of the programmes concerned at HSUHK. In case you take longer than the normal duration of study to complete a programme due to academic reasons, such as taking extra modules and/or retaking modules, subsidy is NOT tenable for the study period beyond the normal duration of the programme. In case of study deferment on health or other compassionate grounds, subsidy may be disbursed for the actual study periods, capped by the normal duration of study in total. The University is required to report such cases to EDB before confirmation of subsidy disbursement.
Application Procedures
Eligible students should complete and submit the online application on or before the stipulated due date. Late submission will not be accepted.
